The Role of Planning in a 21st Century State DOT

This report examines the effectiveness of planning in State DOTs in supporting strategic decision-making. The report includes a, "self-assessment tool [that] provides a thoughtful and methodical approach to identifying opportunities for increasing the value of planning as well as the skill sets and expertise that planning professionals need to realize that potential." The report emphasizes the driving factors of change, planning, integration, and implementation.
